Santa Clara City Council Meeting, August 19, 2008

Roll Call
All Council Members were present.
 
Continuances/Exceptions
The discussion on the proposed change for the parcel map for 1500 Space Park Drive to subdivide the property into three separate properties was postponed.  A new date was not set as the environmental review (CEQA) has not been completed.
 
Special Orders of Business
·         Santa Clara students Vi Vo and Estevan Ornales reported on their recent trip to Santa Clara’s Sister City, Izumo Japan.  Additionally, Shahriyar Reza reported on his experience from attending the 2008 Sister Cities International Conference in Kansas City, Missouri from July 16-19.
·         The 2008/09 Youth Commissioners were introduced by Recreation Supervisor, Jennifer Herb.  There are currently two (2) more openings on the Youth Commission.
 
Unfinished Business
At the July 8 meeting, the City Council referred a height-variance application for a new roller coaster ride at Great America to the City Manager for further information and analysis and to report back to the Council at the August 19 meeting.  Representatives from both Cedar Fair (owners of Great America) and Prudential (owner of the adjoining office buildings) agreed to a peer review of the acoustical analysis.  More time was needed to complete the analysis and representatives for Cedar Fair and Prudential agreed to continue the Council’s review.  That review has been rescheduled to September 16. 
 
Public Presentations
The Public Presentations portion of the meeting is reserved for persons desiring to address the Council on any matter not on the agenda.  The law does not permit Council action on, or extended discussion of, any item not on the agenda except under special circumstances.  The Council, or its staff, may briefly respond to statements made or questions posed and may request the City Manager to report back at a subsequent meeting.
 
Tom Hinton expressed his concerns and urged action for the Morse Mansion.  Both Mayor Mahan and Council Member Caserta recused themselves as their homes are close to the property.  Mr. Hinton stated he believed “…an immediate order to stop work and vacate the property followed by the encircling of that property by a padlocked fence would not be beyond the bounds of reason in this case.”  The Council referred the matter to the City Manager to report back on Tuesday, August 26. 
 
Consent Calendar
Council Member McLeod pointed out two (2) vacancies still exist on the Cultural Advisory Commission for full terms ending June 30, 2012.  On July 15, the Council conducted interviews to fill four (4) vacancies but only two (2) members were appointed due to an insufficient number of applications.  Applications are due by Wednesday, September 24 at 5pm and interviews will be held on September 30 at 6pm.
 
City Manager Reports
City Manager, Jennifer Sparacino, reported:
·         The Vote Ethics Program and Workshop for Candidates that was held on Thursday, August 21. 
·         The Notice of Preparation for the 49ers Stadium Project is available on the City Website.
